This website is designed to keep our homeowners informed and give quick access to information that is relevant to our community.

Cypress Creek is a community of 181 homes in Cedar Park, Texas. It's in the southwestern part of Williamson County, Texas.
The Cypress Creek neighborhood is along El Salido and south of Cypress Creek Road.
Our community is only blocks from the city limits of Austin and is within walking distance to elementary, middle, and high schools. Major shopping malls, pharmacies, and food stores are within a few minutes drive. Though close to the city, we are also on the edge of rural country that has plenty of ranches and tree covered hills where deer and armadillos run.
We pride ourselves in keeping our community safe and clean and in maintaining our homes to the highest possible standards. You will find our community friendly and extending a welcome to all new families.
Our association is governed by Articles of Incorporation, By-laws, Covenants and Restrictions, and other documents. An elected Board of Directors oversees activities related to the neighborhood and an Architectural Control Committee (ACC) reviews proposed changes to insure they are compliant with the governing documents. The board has partnered with RowCal Management to handle much of the day to day management operations.

Your board of directors extends a warm welcome to our community, visitors and prospective neighbors. It is our commitment to you to perform the duties of the board with integrity, honesty, respect and due diligence.
Your board of directors is comprised of volunteers elected by the association membership at the annual association meeting. Each board of director serves for a three year term. The terms are staggered so some members with experience are retained on the board. If a member resigns, the board elects a volunteer from the association membership to serve out the remainder of the term.

Fees are $65.00 per quarter
Cypress Creek Homeowner Association fees are due on the first day of each quarter (Jan, April, July & Oct.). Homeowners will be given a 15 day grace period before a late accounting fee is charged.
We strongly encourage all our homeowners to pay their homeowner association fees on time. You may pay ahead if you will be out of town. Many of our homeowners notice problems as they drive or walk through the neighborhood, yet often these are not fixed right away because they are not reported. Please report problems to RowCal, so that they can be addressed and fixed quickly. RowCal cannot know all that is going on in the neighborhood without our input and feedback from homeowners.

Simply put, we make your community...and you...look great! Our service includes annual budgeting, assessment billing, collections, financial reporting, deed restriction oversight and enforcement, ongoing field inspections, maintenance coordination and more. Listed below are many of the tasks performed on a regular basis for the Association – all decisions made for the Association are made by the Board of Directors. It is this Board and the Management Agreement between RowCal Property Management Company and Cypress Creek that guides the actions of your property manager and the other staff members involved in the oversight of your community
The Architectural Control Committee (ACC) is established under the Covenants, Conditions and Restrictions (CC&Rs) to review and approve plans for improvements to homeowner and common area property. The Architectural Committee also has the authority to permit improvements that are at variance with the CC&Rs, so long as they are in basic conformity with general architectural style and overall design of the neighborhood.
Each ACC member brings a slightly different perspective on how the ACC should review and enforce architectural guidelines. It is important that each member understands the full impact of his or her decisions and, given proper guidelines by the Board of Directors, the ACC can be a productive and positive force within any community.
Property Improvement Request Process

You are required to obtain ACC approval before taking an action that would alter your property. This includes major landscaping projects; construction of decks, pools, additions; and staining fences, etc. Any change to your property is called an "improvement". The Architectural Control Committee – Improvement Request Form must be completed and submitted through RowCal Property Management Portal https://rowcal.cincwebaxis.com/cinc/acc-requests/ to the Architectural Committee (ACC) with a plan showing the design of the improvement for structural changes or building/shed additions. RowCal will acknowledge receipt of your request and forward it to the ACC. The ACC must approve the plan prior to construction of the improvement. The improvement being requested is approved automatically if no response is received from the committee within 30 days of submitting the improvement request form. Once approved, you may commence construction. Article I and II Section 2.01-2.25 of the CC&Rs, located in the Documents section of this website, describes this process in detail.
To keep our community safe, clean, and to protect YOUR property values, RowCal Property Management Company drives through the neighborhood once a month. Most violation reports are unauthorized improvements, general yard maintenance issues, trash cans left on the street for several days after our Monday pick up dates, and a variety of other issues (pet nuisances, trailers parked over 48 hours, fences in need of repair, etc.) that detract from the beauty of our neighborhood. Please remember you are required to obtain approval from the Architectural Control Committee for all structural changes and physical improvements to your property. This approval helps to retain the property values in the neighborhood.
When violations occur, RowCal Property Management Company will send a letter or email to the homeowner requesting corrective action. Please remember that RowCal and the Board of Directors are acting only in the community’s best interest as prescribed in the Bylaws and Covenants, Conditions, and Restrictions. If a homeowner feels a violation report is not warranted, contact RowCal immediately.
The Board of Directors and RowCal Property Management Company recognize that there are circumstances that may require an exception to policy. Association members should contact the RowCal Care Team at (512) 580-4212 or email careteam@rowcal.com for clarification of policies or exceptions to policy.
Many of our homeowners notice problems that imperil the safety and cleanliness of our neighborhood (i.e.: unleashed pets, trailers blocking traffic lanes). We would hope that as a good neighbor, violations or nuisances would be brought to the offending homeowner’s attention first. The homeowner may not be aware of the problem. However, if a satisfactory remedy is not found, please report problems to RowCal, so that the problems can be addressed and fixed quickly. RowCal cannot know all that is going on in the neighborhood without our input and feedback from homeowners.
It is unfortunate that fines and fees go along with any association or membership organization. The Association's dues and assessments are earmarked for specific debts of the Association. When homeowners are unable to pay their fair share, the Association as a whole is caught in the middle and remains liable. We have vendors in need of payment, and your dues and assessments are the only source of income to cover these debts. Membership Dues are considered late fifteen days after the due date. A letter is sent on that 15 th day to any account overdue more than $10. For each month thereafter, a fee of $20 is assessed. After thirty days a demand letter is mailed. After approximately 60 days, the credit bureau is notified, and a collection fee of $60 is charged in addition to the $20 a month late fee. Between 75 and 90 days, RowCal files a lien at a cost to the homeowner of approximately $170, in addition to the monthly $20 fees. If no payment is made to clear the account, the account is forwarded to an attorney for processing the foreclosure notice and the posting at an approximate cost of $550.
When structural violations are observed or Architectural Control Committee (ACC) approval has not been obtained, the ACC will contact the homeowner. If the homeowner and the ACC fail to reach an agreement, the Homeowners Association (HOA) may, at a minimum, file papers with the county indicating the existence of the violation. Naturally, this would only be done when all other avenues of negotiation and compromise have been exhausted. Note that this policy does not prevent the HOA (or any individual property owner) from taking more extensive legal action.
The Board has instituted the following fine policy for Deed Restriction Violations:
Please note that the notices do not have to be consecutive months. For example, if a trash can is left in view during the first drive through in March, and it is in view again during the drive through in June, a fine of $25 will be assessed if the trash can is in view again in September.
